HALA is a self-service web tool by Stratagem Labs Inc. (Canada). It connects to an Azure DevOps organization via a read-only Personal Access Token (Member Entitlement Management scope), reads the user entitlement list, and identifies license waste in three buckets: confirmed waste (users inactive 6+ months), at-risk waste (users trending inactive), and audit candidates (users with unknown last-access). It also flags Basic + Test Plans users who should be downgraded and stale stakeholders who should be revoked.
